The lxml project decided not to provide the wheel for lxml on Linux:

I am not a PEP 427 or lxml dependency expert, so I hope someone can explain why or why not the problem of the lxml command around providing the Wheel is valid?
lxml is 95% of my build time, so I'm very interested in the possibility of speeding it up, and the wheel seems to be the official version.
