Is the .NET Framework 4.5 and later available for the IoT kernel from Embedded Compact 2013 and Windows 10?

Question

I created applications in Windows CE with the .NET Compact Framework 3.5, and, as you might have guessed, many of the features of .NET 4, 4.5 and later do not exist in the compact one (support with XAML support).

Are these features available in Windows Embedded Compact 2013 and / or Windows Iot Core?
