Making Gesture Bubbles / Motion, such as the Apple Music App on Android

Question

I want to implement something like a new Apple app that syncs with iTunes. Bubbles on the go, according to the mood we can choose music, genre, etc.

I want this type of gestures with moving bubbles in Android. Can someone help me how to understand and play with Gestures or Controlling the movement of these bubbles anywhere on the screen. Also, is there any support library, if available, would be very useful for implementation and further promotion. Bubbles must be randomly generated when the web service is called.
