Connection timeout error in intellij Idea

I am trying to make a simple HTTP request using HttpURLConnection. I get this error, connection timeout. I am using intellij IDEA and installing proxies correctly. Check the connection in the settings, says that the connection is successful. What could possibly go wrong? Here is my code.

ps: Using system properties in code really works. But this is not possible for my purposes. There is some work for this. I do not want to write code as follows, i.e. Remove some lines from production. And the following works great.
