Creating Custom Emojis for iOS Keyboards

I did research on creating custom keyboard extensions for the new version of iOS 9 and adding Custom Emojis to it. Wherever I looked, I did not find anything. People say that my problem cannot be solved. Even on iOS forums and other such things. And here is the KIMOJI app. It has many downloads in the App Store, but no one seems to know how it is built. The character set can be copied and sent to another person, it seems very simple, but I did not find anything about how to do this.

I also read about Unicode standards, but I see no way to implement it.

Some guy said that even Apple would never accept such an application in its Store. It's true? How could Kimoji get?

The link to the Kimoji app on the App Store (it's not free) is here
