Why mock wcf services with soapui

I am trying to understand the mockery of wcf services using SOAPUI.

Customer Testing or Development

Clients can be developed against MockService and tested without access to live services.

So, from this and some other blogs that I went through, I understand that the main thing (by what I read) is to continue testing before the service is available (I have to say that I did not receive that’s actually the case. The service has to get up before you send some mock requests and answers.) Does this mean that the service should be available at the moment when we set up these layouts, so that we can play with them later, when it is actually unavailable?

You can also say that there will be no difference between saving several test cases for this service and bullying, given that the service is up and running (after all its services are supposed to be launched).
