GitHub Enterprise Admin Feature - Add a custom user to your organization

Is it possible at the GitHub enterprise to arbitrarily add a user to the organization if you are a site administrator. I evaluate software, but cannot do it reliably. The site administrator, who is not part of the organization, cannot raise the toolbar of organizations and not see which users are part of it, although they can view and contribute to the repositories inside (in the round). I know that you can impersonate a user who is not an administrator, but you must know who is already part of this organization in order to do this, which is hidden. There must be a better way, because if some vile employee removes everyone except themselves. The organization will be effectively orphaned.
