Passing an array to numpy.dot () in a Python implementation of the Perceptron training model

I am trying to compile a Python implementation of the Perceptron sibling classifier. I found an example in Sebastian Rush’s book “Python Machine Learning” is very useful, but I have a question about one small part of its implementation. This is the code:
