Azure Service Calculation of cost of fabric, knots against copies

Question

I tried to set the cost of work as a standard Service Fabric cluster with 5 instances.

I use the Azure Pricing Calculator, and it talks about scale sets.

What is a scale set? Is one scale set included in 5 instances or do I need 5 scale sets for 5 instances of a cluster?

(By default, the calculator adds three sets of scales.)
