Application Information Partially missing data

During a recent spike in traffic, I watched Application Insights telemetry on the Azure Portal. I noticed that some data is missing. For example, at the start of the surge there were three failed requests. However, if I go into the details, only 1 out of 3 queries will be displayed. These screenshots illustrate the problem:

Is this a mistake, or is my telemetry strangled? And if it is throttled, how can I make sure that all errors get to the control panel?

I am currently at a free level, and a click on the “Quota + pricing configuration” setting claims that 100% of the received data samples are saved. I used only about 3% of my monthly quota.
