HTML / CSS. goto class?

in HTML you have the option, with the TOP tag, to go directly to the top of the page. For this reason, I thought it might be possible to click the link on my web page and go directly to a specific class (html / csss only) ... Is it possible or not?

Not to a specific class, because there can be many elements with the same class name, but with an identifier, possible.
