Android scrolling bottom page

I need the bottom sheet to stop in two positions. I have the following code for the bottom sheet.

This code works fine except for one. The first time I have to scroll the bottom sheet, and then I can scroll it. I can't scroll straight down a sheet.

Any help would be appreciated.
