SQL Compare varchar variable with another varchar variable

I have rows with table names that have BillId (int) and LineReference (Varchar (100) as two columns. Each billid has a LineReference value. However, the value in LineReference may be incorrect. So I need to check the LineReference from the variable that already has the correct reference value based on the account ID.

Example:

Declare @iCountRef varchar(100) = 1,2,3

BillId   LineReference
100      1,2,
100      1,2,40,34
100      1
100      12

In the above table, I need to update the LineReference column.

BillId   LineReference
100      1,2
100      1,2
100      1
100      1

I could only update compared to the variable: @iCountRef. The LineReference column must have values ​​in @iCountRef. No matter what values ​​are missing in @CountRef, you must delete. If there are no corresponding values, then the column should be updated with at least number 1.
