Heroku Couldn't find this education, Scaling dyons

Question

$ heroku ps: scale web = 1 Scaling dynos ... failed Failed to find this formation.

when I try to deploy a new application, this error is displayed on the console. and i really don't understand. Ensure that at least one instance of the application is running.
