Sending notifications from the firebase console, but its status display failed, but sending to all devices is marked as completed

Question

I implemented push by firebase.

I send notifications, but I receive the status "Failure". When I send a notification about all devices, it is marked as completed, but I still do not receive messages on the device.

Even when I send messages to individual devices, it will also show a failure and will not receive a notification on the device.
