SOAP Application from .NET 3.5 Web Service to PHP

We have a PHP web service that we need to send a file from a .NET 3.5 web application.

The PHP team stated that we need to provide the file as a SOAP attachment, but we cannot find a way by which we can do this in .NET.

All the reference examples that we were able to find relate to the use of DIME, but which are not supported in .NET 3.5 / VS 2008 (or so it seems).

Any idea how to send a SOAP attachment?

Direct Encapsulation of Internet Messages (DIME) is Microsoft's proposed Internet standard for transmitting binary and other encapsulated data through SOAP. "

This is not completely related to SOAP with attachments or XOP / MOTM that will undo it:

Microsoft now describes this as the "replaced by the message passing optimization SOAP Engine (MTOM) specification

From what I can tell, DIME was supposed to be the simplified version of MIME that Soap With Attachments uses. Thus, DIME was a typical technology such as "Embrace, Extend, Extinguish", which seems to be dead.

PHP SOAP extension does not support SwA, as said in this post . WSF / PHP Supports MTOM.
