Separate style sheets for type, color and layout. What's happening?

I came across this section of the “Aspect of the List” section, which suggests splitting css information (at least) into three separate files, one for typography, one for layout and one for color information. The color seems pretty obvious, but how would you explain to your average programmer (it would be me) what type and layout?

typography is fonts (fonts), their sizes, spacing, kerning, etc.

layout is positioning, spacing, etc. elements (div, span, etc.).
