Is it possible to include an identifier inside a url?

Well, my question is simple.

Does an ID affect the position of a webpage on Google? I have such links http://example.com/news/title-slug/15/ and people tell me that I should remove the ID from the URL.

And I believe that this is not so. By my logic, you cannot depend on the title pool. I know that this should work fine if there are no two pages with the same name, but why should I remove the identifier if there is no harm when it is.

Yes, leave it there.

There is no business at Google trying to invade what each element of a URL represents, and changing its index based on that.

Having an identifier does not hurt your SEO ranking. Having a bullet ensures that the keywords on the page are indexed so that everything is fine.
