Free development environment for Windows Mobile Development?

It has been a while since Microsoft ceased to support Embedded Visual C ++ 4.0 (eVC 4), and they do not allow using the Windows Mobile SDK with Express VS VS 2008 version. Now I'm fine, because I get the MSDN license through work (including VS 2008 Pro), but I would like to work on several open source projects, and not all other developers who like this are so lucky. As a result, they stick to eVC, even though it doesn't launch at all in Vista.

Is there a (free!) Common denominator? An IDE that will create MFC (and / or .NET!) Applications that work on both XP and Vista? This should not be fantasy, in fact, but the more he has niches at the VS level, the happier that we will all be with him.

Offers on cheap commercial products are also welcome, although, of course, the best option would be something open, especially cross-platform. I think MS is doing serious damage to the WM OS, hampering development like this.
