What free tool can I use to limit network speed on a local network to test my application?

Question

I need to test my C # application, which uses WCF for slow network speed in Windows 7.

Do they have free tools that can slow down my network?

Set up a Linux machine (excellent on a cheap Atom) and use CBQ .. more at http://www.faqs.org/docs/Linux-HOWTO/Bandwidth-Limiting-HOWTO.html#CBQ

It works on Win7 x64

It is not free, but a trial version is available. Also has a lite version.
