Is there any pre-release latch in Team Foundation Server 2010?

I would like to provide some kind of user interface for commit operation in Visual Studio for my team. How would I do this, could I create a Studio add-in, or is there a TFS event that could help in this case?

Great question! Unfortunately, on the client side (Visual Studio) there is no extension point so that registration can be intercepted. However, there is an extension point on the server side (called the ISubscriber decision point) that you can intercept and allow / reject registration. Do you think this would be useful for you?

This extensibility point is actually not well documented, but we have information in chapter 25 of our new TFS 2010 book ( Wrox Professional Team Foundation Server Server 2010 ) on how to create one.

Another option would be to create a custom registration policy ... This does not seem to be the best way to solve the problem, although it is riddled with its own problems.
