Install the contents of System.Windows.Controls.WebBrowser into a static HTML literal?

Question

I want to configure the embedded content of a WPF WebBrowser control:

<WebBrowser> <html> <body><b>Inline content.</b></body> </html> </WebBrowser>

Or alternatively:

 Dim wb As New WebBrowser wb.Content = "<html><body><b>Programmatic content</b></body></html>"

Call NavigateToString or NavigateToStream:

 wb.NavigateToString("<html><body><b>Programmatic content</b></body></html>");

Yes, they are poorly named.
