HTML Link Header atrribute tooltip internet explorer 8

Internet Explorer 8 does not seem to give a hint when the link has a title. This, however, is W3.org valid, and other browsers give a hint. What is the correct way to make sure iE8 also gives a hint with a title by link?

It should display the title.

The only problem with IE is that it displays alt as headers (but the headers are handled correctly), while it should not display anything when there is only an alt value.
