British English or American English, HTML

I wrote the code and tried to align the image in the center (written in British English)

align='centre'

above does not work !!

No spelling error, above the words "average"

when i wrote

 align='center'

It worked, does it mean that the HTML is written in "American English"?

EDIT after reading comments,

I was worried that if a British background developer writes a renderer for web browsers like gecko.

Does the W3C or any other organization have a standard or protocol to restrict all developers to make sure that they use American English when they are developing any kind of interpreter?

Yes.

  align = left|center|right [CI]

However, using the align property is deprecated - consider using CSS text-align .

Do not think of meaning as English words, think of them as enumerated meanings. The HTML standard explicitly defines certain strings that are valid.

If you do not know what are the acceptable values, you need to look at them. If you want to guess the accepted values, you should try American spelling.
