How to change the background or foreground color of a visual studio 2010 tooltip

I need to change the tooltip in visual studio 2010 when you hover over a code element when not debugging.

Obviously, I try to keep my VS theme dark, but I cannot change this setting.

I have Powertools, Visual Assist X, and Color Theme Editor installed.

I can exclude the colors of the Color Theme editor because it has a global editing function where I can make each parameter black and it does not change.

I tried

Tools->Options->Environment->Fonts and Colors->Signature Help Tooltip Background 

He is not acting.

The foreground text is derived from the color of the text of the window window (I cannot change this in windows, since my theme depends on it)

This seems to be a WPF brush, which gives the impression that I cannot change it with a simple color setting.

I no longer have 2010, but in 2013 you change the foreground here Tools-> Options-> Environment-> Fonts and colors-> Tooltip editor

Maybe it looks like 2010?
