I would prefer not to participate in these discussions, but one comment said that this is best. None of us can reasonably answer this question. Even if the MS strategy has changed. โThat could change. The CEO, who said it was Bob Maglia, announced a month later (maybe 1.5 months) announced that he was leaving the company (and no longer works with Microsoft today).
The only real indicators that we have are that they have not announced the end date of their lives, and there is another technology that uses Silveright, which came out under the name VS LightSwitch (and not just the phone). Not to mention that it means that Sivlerlight is sticking out, BUT we really don't know. The problem is more complicated than a fan of any type can really answer.
I would like to think that this will be for a while (and I personally base a new project on it). Not to mention the fall, but there are former sequels and evangelists from Win8 who recently left MS to go to work at Disney (where I know that they do a lot of Silverlight work).
