Is the branching pattern using AWS SNS and SQS reliable?

The AWS blog says it supports the fanout messaging template . To do this, I sign SQS queues on the SNS topic.
My question now is, is publishing an SQS message reliable SNS? As in, is it guaranteed that SNS will always successfully send a notification (message) to all SQS queues that are signed with every SNS message?

I believe that this is a guaranteed service, at least what I was told the last time I met the SNS / SQS team. We use SNS-> SQS bindings very much.
