Yes, it's back: create a link, click the Twitter icon, copy db.tt-link, release the Twitter message (see the Dropbox forums https://forums.dropbox.com/topic.php?id=60222 ).

No, unlike the Dropbox Core API , Dropbox Chooser does not provide the ability to get short URLs.

Of course, this does not stop you from using your preferred URL filter after the fact.
