I also contacted Apple regarding this situation. Here is the answer I received on July 31st.
"Hello,
We have confirmed that you are a group agent in your account, however, the App Transfer feature in iTunes Connect is temporarily unavailable and you will not be able to initiate or complete the transfer of the application at this time. We will contact you again as soon as this feature is available.
We appreciate your patience.

I did not receive any direct contact with my support request other than this post. I expect that when the option returns, my new good friend Holly from Apple will contact me.
