Does the Google App Engine support Spring framework?

If, by saying "Google Apps", you really are talking about the "Google App Engine" (as the tag indicates), then "mostly." See here (I point to the cached page because the message “Will It Play in App Engine” by google groups seems to just spin endlessly). Citation:

Edit : to the @hleinone comment below, the answer “basically” is now “yes” - Spring Security 3.x starts out of the box in the Google App Engine (I haven’t tried it personally, I just trust the comment in question!) . [[Expired edit]]

Spring MVC Version: 2.5.6 Status: COMPATIBLE

To see the Spring MVC framework in App Engine, check out a sample autoshop application. If you use Spring forms (for example, using the spring -form.tld tag libraries and the SimpleFormController subclassification), you will need to register custom editors for your property. This is covered at http://groups.google.com/group/google-appengine-java/browse_thread/thread/d93fd7385bf85bf7 .

Spring ORM Version: 2.5.6 Status: COMPATIBLE

To get Spring to work with the JPA machine-supported interface application, follow the instructions at http://objectuser.wordpress.com/2009/05/19/spring-jpa-in-google-app-engine/ , which discusses a workaround for dependency from javax.naming needed for @PersistenceContext. A more complex workaround is available at http://groups.google.com/group/google-appengine-java/browse_thread/thread/187d41712ec1d394 .

 Spring Security Version(s): ? Status: SEMI-COMPATIBLE

To get around a ClassNotFoundException, you can use a recompiled version of the library that adds the StringInsensitiveComparator Class - download is available at http://www.google-app-engine.com/blog/post/Spring-security-fix-for-google-app-engine .aspx . See http://www.dotnetguru2.org/bmarchesson/index.php?p=1100 for tips on how to get Spring. Security works with App Engine and GWT (in French). See http://groups.google.com/group/google-appengine-java/browse_thread/thread/964e7f5e42840d9c for a discussion on integration.

what I heard, only the spring start time makes it unsuitable for the google engine.

the real problem is that spring will buy VMWare for its own cloud strategy. They are in direct competition with the Google engine. so don’t expect the situation to be better.
