Blank iis8 localhost on windows 8 laptop

I am trying to install IIS on a Windows 8 laptop. When I type [http: // localhost], it gives me a blank page. I can ping localhost and 127.0.0.1 and get answers, and the gmail developer tools give me 200 OK status. I have full McAfee protection installed and I turned off the firewall. I also disabled the windows firewall. I just deleted Skype. I completely bypassed my router and connected directly to the modem. I restarted and did nothing. I just want the default iis page to be up and running. Nothing is working, please help.

If HTTP redirect does not work, check if static content is enabled.

Both of them were not included in my new Windows 8.1> IIS 8.5 ...

Both can be included here:

Control Panel> Programs> Turn Windows Features On / Off> IIS> WWW Services> General HTTP Features

I have enabled HTTP redirect, still empty. Then I turned on static content and hallelujah!
