Failed to add current user to Hyper-V Administrators group when installing Visual Studio Community 2013

I used to have Visual Studio Express installed on my laptop that worked well, but when I heard that Community 2013 was released for free, I decided to install it. However, after starting the installation process, I received an error:

Failed to add current user to Hyper-V administrators group 

The account I am using is an admin account. When I checked the solutions, I found many people who indicated that I should have been in the Microsoft Management Console and added myself to the group, however this laptop has Windows 8.1 Core and not pro, so I can not add snapin. Therefore, I am not sure what to do in this situation. Do I need to reinstall, run it as admin? Or will I get the same error again?

Try net localgroup "Hyper-V Administrators" <username> /add
