Google Developer Console API page not loading

In my Google Developers Console, I cannot open the API page. His testimony Failed to load the error, and if I enable any other API using links such as ( https://cloud.google.com/compute/docs/autoscaler/#loadbalancingsetup ) means that it shows a server error. I tried to open the API page in different browsers, and I already waited 48 hours.!
