When compiling, I get this error

The <TargetFrameworkIdentifier> for a portable project must be .NETPortable.
Any idea what this is? Where should he go?

This happens with any version of VS (13 and 15), and I even uninstalled and reinstalled VS.
VS Installation logs also showed that he could not find the portable class to update it, and then could not update it. This, as I thought, is directly related to the lack of a portable directory. Is there another reason for this. I will try to get the installation logs with an error.
