Will GCM Network Manager work on devices other than Play?

As a replacement for JobScheduler for Android up to 5.0, Google has released GCM Network Manager , which automatically uses the native JobScheduler in Android 5.0 and some custom code for older ones.

However, I'm not sure if it works on devices other than Play (without Google Play Services), such as the Kindle and Blackberry 10 and phones in China. From the name it seems that he has something related to GCM, so I suspect that it only works on Play devices.

Can anyone confirm this?

Of course, this requires a google play 7.5.0+ device installed on the device,
