We have this problem too. We have an application that is only available in Spain, and we want beta testers in Italy to test the application before we make it available to all people. I just asked this guy for support at https://support.google.com/googleplay/android-developer/ (there is a chat that appears below).
My question is:
The application is available only in Spain, but we want to have beta testers in Italy. Is it possible?
Support Answer:
Country distribution applies to the entire application, and not to individual tracks (e.g. beta or production). As a result, the beta test cannot be tested in one country, while the production version is in another country.
Output:
It seems you need to make it accessible to this region before people living in this region can install and test it.
