Installation is blocked by KB3110221

Regarding my previous post: MicroUpdate 1.1 for Visual Studio 2015 Update 1

When I download and run the Micro Update 1.1 update for Visual Studio 2015 Update 1, I get this error message in the Visual Studio window, which says: "Blocked":

KB3110221 is not applied or is blocked by another condition on your computer.

This entry in the log file is most likely before the Stop Block condition:

MUX: Failed to load the updated xml file from http://go.microsoft.com/fwlink/?LinkID=646050 The installation will not be updated.

I'm going to guess that Microsoft is still working on working with this Micro Update 1.1 ...

The journal line you are referring to is benign. It simply means that the setting is included in the network to find out if there was a newer version of the same installer (maintenance mechanism), but it did not find the updated version.

The real problem is that KB3110221 is not applicable. This should only happen if VS Update 1 is not available on your computer. Was your VSUpdate 1 installation successful or unsuccessful?
