When to Add the Microsoft.NETCore.Portable.Compatibility nuget Package

Description Nuget Gallery confuses me. For example, I create a portable library "new style" (netstandard). Do I need to add this package to my dependencies when I reference the oldstyle PCL library from my package or vice versa?

When do I need to add this package to my dependencies?

If you are using a package from nuget that is not yet updated for .Net Core / .Net Standard, but it has PCL, this package can help.
