Eclipse does not show Avd Manager window and Android project

I am using Windows 7 and Eclipse Helios. I successfully installed all the packages and I could run avd on the command line, but Eclipse did not show the AVD Manager window and my Android project. Why?

I know his slightly late answer, but for future generations - this is how it is done: Go to the tab "Window"> "Customize Perspective"> "Availability of team groups." Check the “Android SDK and AVD Manager” and click “OK.”

Before doing what user1450537 said, check to see if you are in the Java perspective. I was in PHP and could not find it! Spirit

This is for the new eclipse Neon:

Window → Perspective → Configure Perspective → Action Set Availability, then Check “Android SDK and AVD Manager” and click “OK”.
