TFS 2008: Validation cannot continue because policy requirements were not met

We have a project with many developers. Some use Visual Studio 2008 Professional with the TFS client; others use the Visual Studio 2008 command system.

We have verification policies that there must be a comment and it must be associated with a work item.

Some of the developers with Visual Studio 2008 Professional get the following error:

Checkin cannot continue because policy requirements are not being met

Even if the conditions are met. For a while, we also got this on the installation of VS Team System, but it seems we decided on our own.

Any ideas why we get this error? Are we missing an update?

I believe that a registration policy requiring comments is part of TFS Power Tools and not directly part of Visual Studio. Maybe some of your users have not installed power tools?
