Burn and encode Flash videos?

Is it possible to record video through the Webcam flash-camera and receive encoded video on the server side without further processing (i.e. just save the stream to a file)? Or is server-side software always needed to encode input?

If server-side software is required, are affordable / Open Source solutions available?

Yes, you need to use server-side software for capture and distribution. There are open source solutions: http://osflash.org/red5 . I tried using this and it was too much trouble to install, however, so I just used the Flash Media Server http://www.adobe.com/products/flashmediaserver/ hosted by another company.
