It depends on how deep you really want to go, but OpenEdge Management is probably the closest.
If you just need to start and stop db and take care of routine maintenance, you do not need OE Management - all this will be "in the field" either through the "Progress Explorer" or scripts (depending on your taste) and several useful programs.
To simply browse SQL, any standard SQL tool will do. "Squirrel" is a popular option.
OpenEdge contains a SQL Explorer command-line tool that you can also use - it is installed in% DLC% \ bin \ sqlexp.exe
