Why does text-decoration: blink not work in IE? What job? Does JS not work? Does Microsoft have a plan to support this style?

Also, no need. There the reason is not realized, and finding a workaround will do nothing but annoy your users.
Not sure if Microsoft plans to insert this, but at the moment you're out of luck with IE (obviously). There is no support for him.
