I was wondering that Apple has released iTunes for Windows for a long time. What did they use to record iTunes for Windows? It seems to be completely with its user interface components, and everything is contained in it. It even uses QuickTime resource files. Can we assume that they Cocoa work with windows. In any case, my main question is: is there any known (open or closed) tool / language / framework used when developing iTunes for Windows?

I havenโt used it myself, but in my opinion, they have done enough to make a useful cross-platform cocoa application.
itunes for mac and windows are written in C ++, since it is easier to transfer between operating systems with a large or the same code base
