Is it legal to download jsapi and host it on my server yourself, and not request it directly from the google infrastructure?
I know this is not recommended, but is it legal?

IANAL, this may not be legal, but it may be punishable by other future attendants who wonder why you chose this option - just leave it on Google.

Google clearly says that you cannot download and run the bootloader yourself, this is a violation of their ToS.
