How to change the help language in SVN on Windows?

How to change the command documentation language in a Windows partition, printed by the following command: svn help checkout

Use LANG environment variable

 set LANG=en_US

I used IntelliJ and could not set the environment variable. Therefore, I deleted the de folder from Program Files\SlikSvn\Share\Locale , and the client stopped using English.
