VirtualBox should do the trick.
The only thing officially supported is creating the necessary certificates and downloading applications to use iTunes Connect on a Mac using Snow Leopard.
Have you tried downloading it to iTunes Connect ?
To use the virtual machine to run mac, you are still limited by the processor. Your processor must support hardware virtualization, otherwise it will not even be installed at all.
