How can I change the way google docs pdf website displays in Android?

I use the following link inside a WebView to show a pdf file in my Android application:

It works and displays PDF, as you can see in the attached images. The problem is that

I want to disable the zoom controls on the desktop and download the links.

Is this possible, and if so, how?

Basically, you open a web view and download it from a web page from the Internet, in particular from Google Docs. Without any special features built into the website, there will be no way to get rid of the extra buttons, links, and shortcuts that you see.
