Does Cygwin GCC Cross compile binaries?

Question

I am trying to compile linux files with cygwin on windows. Are there any pre-compiled linux-gcc binaries that are updated? The page I found for the last time at 07.

I thought cygwin would come with cross-compiling binaries, but I think not.

http://sourceware.org/cygwinports has gcc-4.5.2 for both x86 and x86_64 Linux.
