How to create a suitable application for Android? Tips & Tricks

This question is perhaps more related to designers and makes graphic design for Android devices.

For some reason, I did not find on the Internet any correct tutorial or explanation on how to create a suitable application, such as Twitter, DropBox, etc.
There is a lot of talk only about development, but there are no tips on how to find the best and most convenient development methods for many screen sizes, resolutions, and densities. (As far as I understand, Android has a lot of relationships, relationships for width and height.)

Constructors! How do you design the best layout for graphic elements?
How do you test your design, Eclipse or other tools?
Is there any Android developer community on the Internet?
Are there any special tips for touch smartphones?

If in addition to your answers you have tips and suggestions, please share it here! Please share what you can!

I and other designers who simply plunged into this area will greatly appreciate your help.

First you need:

In Eclipse, you can use tools like PixelPerfect to make sure everything is in order and use the graphics capabilities of NinePatch.

As for the special tips for smartphones / Android: watch a bunch of Google IO videos and play with downloading existing apps for iPhone / Android - which ones do you like best, and what about the interface that makes you like?
